There is one directorate at Hyderabad and 23 Zilla Sainik Welfare Offices at the scale of one in each district in the State. Please see the list in main menu.

What is the Staff strength Of Directorate and Zilla Sainik Welfare Offices        in The State.

Q3. What Jobs are reserved for Ex-Servicemen in the Department Of Sainik Welfare
Ans  
(a). Director          -           Retired Brigadier Or Colonel and Equivalent Ranks In other two Services.
(b).
16 posts of Zilla Sainik Welfare Officers in the Department of Sainik Welfare, Hyderabad are reserved for retired or released defence services officers of the rank of Capt to Lt Col or equivalent in the other two services.
(c).
Welfare Organisers. 27 posts of Welfare Organisers are reserved exclusively for Ex-Servicemen of the rank upto Havildar or equivalent rank. The post is equivalent to Junior Assistant.
(d).
Watchman. 24 posts of Watchman are reserved exclusively for Ex-Servicemen of the rank of Sepoy or equivalent.
(e). 2% of posts in the subordinate staff in the Department of Sainik Welfare         are reserved for Ex-Servicemen
Q4.

What are the promotion prospects in the Department ?

Ans.
The Department of Sainik Welfare is like any other department in the State    Government . All rules of recruitment including reservation are applicable   for the staff employed in it.
Q5.

How does one get recruited into the Department of Sainik Welfare ?

Ans.
Whether you are an Ex-serviceman or a civilian you have to apply through APPSC or DSC whenever recruitment is open for which advertisement appears in the leading news papers. The qualifications for recruitment for entry level posts (Junior Assistant, Typist, welfare organizer and watchman) in Directorate of Sainik Welfare, Hyderabad and Zilla Sainik Welfare Offices is different. The recruitment agencies therefore are different.
 
(a)   Directorate :- To join as Junior Assistant/Typist/Junior Steno in the Directorate, the minimum qualification required is Degree. The selection is carried out by Andhra Pradesh Public Service Commission, Hyderabad. Depending upon the merit obtained in the entrance examination and number of vacancies available, the department is offered to the selected candidates by APPSC.
 
(b)   Zilla Sainik Welfare Offices :- The minimum qualification for junior assistant/Typist is Intermediate. The selection is carried out by District Selection Committee headed by the District Collector.
Q6. Do one has the option to change from Department of Sainik Welfare to any other department ?
Ans.
No. Once you join the Department of Sainik Welfare, you can not be transferred to any other department. You get promotion once you pass promotion tests and retire in the rank of Zilla Sainik Welfare Officer or Assistant Director in the department.
Q7. Am I on probation  when I am appointed?
Ans.
Once you join the department as Junior Assistant/Typist/Junior Steno, you are on probation for a period of two years in a block of three years. Once you clear probation, then you are confirmed in the department. Your services can be terminated with out giving any reason whatsoever during your probation period.
Q8. When do I get my promotion?
Ans.

You have to pass Accounts Test to become eligible for promotion to the rank of Senior Assistant. This depends upon number of vacancies available and your seniority which is the date of passing your promotion test i.e Accounts test. In case you have not passed accounts test for any reason whatsoever, you will get your promotion when you cross 45 years of age. The seniority list of Directorate of Sainik Welfare, Hyderabad and Zilla Sainik Welfare Offices is different. You can not move from Directorate to the Zilla Sainik Welfare Offices and vice-versa on transfer or promotion. The channel of promotion in the Department is as under :-

Q9. What rules govern my service in the Department?
Ans. You are subject to Andhra Pradesh State & Subordinate Service Rules 1996 and A.P Ministerial Services Rules 1998
Q10. What languages I need to be proficient  to serve in the Department?
Ans. English and Telugu.
Q11. What is the present scale of pay for various appointments in the Departmernt.
Ans. The pay scales in the department are governed by State Pay Revision Commission (PRC) which is convened generally once in every 5 years. Scales of pay for various levels is same as in any other department of the Government. The scales of pay as per PRC 2005 from 01-01- 2006 is as under :-

Q12. Is there scope for compassionate appointment in the Department ?
Ans.

Yes. In case one of your parents employed in the State Government who unfortunately pass away in harness, then you are eligible to get compassionate appointment. War widows and battle disabled soldiers are also eligible for compassionate appointment in the department. Then you need not appear for entrance examination conducted by APPSC or DSC. You have to apply for compassionate appointment in Government service from the department in which your parent served before his untimely demise in harness. War widows and battle disabled soldiers have to apply for compassionate appointment in the Government service through Zilla Sainik Welfare Officer of the native district of the martyred soldier or the battle disabled soldier.

Who is the disciplinary authority in the Department ?

Ans.

The Director is the disciplinary authority for all appointments from the level of Junior Assistant to Assistant Director.

Q14.

What is my retirement age ?

Ans. Like any other Government servant you retire on attaining age of  superannuation which is 58 years of age.
Q15. Do I get pension and what is minimum service I am required to put in ?
Ans. You come under contributory pension scheme w.e.f 01 October 2006. You have to put in minimum 15 years to become eligible for pension.
Q16.

What allowances do I get in addition to my basic pay?

Ans.
You will get Dearness Allowances as announced by the Government from time to time (35.79 % of basic pay as on 01 May 2008), House Rent Allowance (30 % in case of Greater Hyderabad and lower percentages if you serve in other towns/cities in A.P), City Compensatory Allowance (CCA) which is Rs 300 if you are posted in Class A1 or A cities or  Corporations.
Q17. What are other benefits do I get ?
Ans. Medical:-  You and your dependents are eligible for free medical treatment in Government hospitals or empanelled hospitals.         

Leave Travel Concession (  LTC):-  You and your dependents are eligible to travel to your home town once in a block of two years and to any place in Andhra Pradesh once in a block of four years.

Leave Encashment:-  You are eligible to encash earned leave at the rate of 15 days per year.

Leave Accumulation:-  You are permitted to accumulate earned leave at the scale of 15 days per year for a total of 300 days.

Annual Increment:-  On completion of probation and confirmation in the post, you are eligible to claim annual increment authorized to the post you hold.

Loans:-  You are eligible for House building advance (HBA), conveyance advance, computer advance which shall be deducted from your pay in easy installments.

Leave:-   Earned leave at the rate of one day for every 12 days of service i.e. 30 days in a year. Casual leave is  15 days. Optional holiday is 5 days. Compensatory leave in case you attend to your duties on holidays or Sundays due to official requirement.

APGLI:-   You become member of Andhra Pradesh Group Life Insurance scheme by paying nominal premium which is deducted from your pay every month.

Maternity:-  Leave for Female employees. 120 days.

Q18. How is my pay fixed in case I join the department under 2% reservation available to Ex-Servicemen?
Ans.
In case, you were a clerk in the Armed Forces before your retirement and join as Junior Assistant/Typist (which is a clerical post) in the Department, then your initial basic pay is fixed in the scale by giving one increment for every completed year of service i.e. in case you served as Sepoy for 15 years in the Army or the other two services, then you get the benefit of 15 advanced increments. Your basic pay will accordingly be fixed at higher pay band. But your pension is deducted from basic pay so arrived.
Q19. Does my military service counts towards pension in the State Government department?
Ans.

Yes. You have to apply for condonation in case there is gap between your date of discharge from Armed Forces and date of appointment in the Department. You have to refund gratuity you received from PCDA (Pension) Allahabad in one lumpsum to claim benefit of military service to count towards service for pension in the State Government service.

Q20. Do I get Dearness relief (DR) on my pension as an Ex-Serviceman and DA on my pay when I join State Government ?
Ans. No. You have the option to claim either DR or DA.
Q21. If my trade in the Armed Forces was not Clerk and if I am appointed as Junior Assistant or Junior Steno or Typist what additional qualifications am I required to possess?
Ans.
If you join as Junior Assistant, then you have to firstly clear your probation and thereafter pass your Accounts Test to become eligible for promotion to the post of Senior Assistant. you are appointed as Junior Steno or Typist only if you have passed short hand and type writing examinations prescribed  and attained the speed (of short hand or type writing) prescribed by APPSC or DSC.
Q22. If I join as Welfare Organiser what is my promotional channel?
Ans.
The ratio of promotions to the post of Senior Assistant from Junior Assistant and Welfare Organiser is  2:1. That means as per your seniority after two junior assistants are promoted then your turn as welfare organizer comes for promotion.

Is my job transferable in the Department of Sainik Welfare?

Ans.
If you are placed in the Directorate of Sainik Welfare, Hyderabad till you become Gazetted Officer, you will not be transferred. But if you are in the Zilla Sainik Welfare Office, depending upon your post, your transfer is restricted as shown below:-
 
(a)

Junior Assistants and Office Subordinates and Welfare Organisers

- within  your native district
(b) Senior Assistant - within your Zone.
(c) Superintendent - within the State.
(d) Gazetted Officers - within the State.
Q24. What are the zones?
Ans. For the purpose of appointments, promotions and transfers in various Government departments, Andhra Pradesh is divided into six zones as under :-
 
(a) Zone I  - Srikakulam, Vizianagaram & Visakhapatnam
(b) Zone II - East Godavari, West Godavari & Krishna
(c) Zone III -

Guntur, Prakasham & Nellore

(d) Zone IV - Chittoor, Kadapa, Kurnool & Anantapur

Who is the authority for promotions?

Ans The Director.
Q26. What is the avenue available to redress my grievances in the Department?
Ans.
Firstly you have to submit your representation in writing giving briefly your grievances to Director Sainik Welfare. In case you feel aggrieved by his decision then you can represent to the Government through proper channel. The next stage is to file an OA in the Hon’ble Andhra Pradesh Administrative Tribunal against the decision of the Government. If still not satisfied with the judgment of Hon’ble Tribunal, then you can approach Hon’ble Andhra Pradesh High Court and there afterwards Hon’ble Supreme Court of India to get your grievances redressed. Similarly if the decision goes against the department or Government, they also have the same channel to get justice.
Q27.

How do I join as Zilla Sainik Welfare Officer (ZSWO) or Placement Officer?

Ans.

If you have retired or released from Armed Forces as Captain or Major or Lt Col, then you have to apply for entrance examination conducted by APPSC for which advertisement is issued by them in all leading dailies. On successfully clearing the entrance test and interview, APPSC offers you to the Department of Sainik Welfare. You are then appointed as ZSWO in the districts by the Director Sainik Welfare, Hyderabad who is the Appointing Authority.
If you are not an Ex-Serviceman, then you can only join as Junior Assistant or Junior Steno or Typist. You can only become ZSWO by promotion from the rank of Junior Assistant and not on first appointment.

Q28. Who is an Ex-serviceman?
Ans.

Q29. What do I have to do on my retirement from Armed Forces to get benefits from the Governments?
Ans. You have to register as an Ex-Serviceman in the Zilla Sainik Welfare Office of your native district. The district is mentioned in your discharge book. In case, you opt to register in other district other than your native district, you can do so. The Ex-Servicemen identity card is given to you when you produce photocopies of following documents:-
 
(a) Discharge Book.
(b) Pension Payment Order.
(c) Four  coloured passport sized photos
(d) Filled up application form requesting for issue of Ex-Servicemen identity card.
There afterwards you are eligible for all benefits offered to Ex-Servicemen by Government of Andhra Pradesh and Government of India.
Q30. What is the procedure, if the identity card is lost or mutilated?
Ans.

If the identity Card is LOST.

An application from  the individual Ex-serviceman duly enclosing First Investigation Report from the nearest Police Station regarding loss of identity card has to be submitted to the Zilla Sainik Welfare Officer. The Zilla Sainik Welfare Officer will levy a fine of Rs.50/- for the first time, second time Rs.75/- and Rs.100/- for the third time.

           
If the identity Card is MUTILATED

An application from  the individual Ex-serviceman duly enclosing the mutilated identity card has to be submitted to the Zilla Sainik Welfare Officer. The Zilla Sainik Welfare Officer will charge a fine of Rs.20/- and issue a duplicate identity card.

Q31. I have not been getting Dearness Relief (DR) as defence pensioner when it is announced by the Central Government for pensioners three months back?
Ans.
You can submit your application clearly mentioning of non payment of DR along with a photocopy of your Pension Payment Order (PPO) to your Zilla Sainik Welfare Officer who shall take it up with PCDA (Pension) Allahabad.to issue suitable directions to Pension Disbursing Authority (PDA) i.e your banker from where you get your monthly pension.
Q32. I married after I retired from Armed Forces. How do I get the personnel occurrence published?
Ans.

You have to apply for including particulars of all occurrences after you retired in your dossier by applying to your Record Office through your ZSWO.

Q33. Can I get exemption from payment of property tax in case the house is registered in my wife’s name?
Ans.

You are eligible to get exemption from payment of property tax only if one house or one shop is registered in your name. You can not get the benefit if the property is jointly registered with your wife or if the property is held in her name.

Q34. My banker have stopped paying me my pension. What should I do to get my pension?
Ans.

You have not submitted survival certificate to your banker in the first week of November to get pension from next year. Please submit survival certificate and hand it over to your banker from where you are drawing your pension.

Q35. My husband, an Ex-Serviceman has unfortunately passed away. I am not getting my pension. What should I do to get family pension?
 
You have to apply for sanction of family pension to PCDA(Pension) Allahabad. You hand over the application for sanction of family pension  supported by enclosing original copy of death certificate, legal heir certificate issued by Mandal Revenue Officer, proof of residence to your ZSWO. He will forward all the documents to Record Office of Regiment or Corps to which your late husband belonged to. Thereafter, Record Office forwards these documents after verification to PCDA (Pension), Allahabad. PCDA(Pension) Allahabad will issue orders for payment of family pension in your favour to your banker.

Q37. I was blessed with children after I retired from Armed Forces. I am not getting benefit of reservation of seats in educational institutions for my children?
Ans.
Your ZSWO will only issue Children of Armed Forces Personnel (CAP) certificate if your discharge book mentions the names of your children. You have to get personnel occurrence published by your Record Office immediately of birth of your children. You have to apply for the same through your ZSWO supported with original copy of birth certificate issued by proper authorities. Once these personnel occurrences are approved by your Record Office, your ZSWO will issue CAP certificate to your children to claim reservation under CAP quota.
Q38. Name of my son and daughter is different from Discharge book and school certificate. What should I do now to rectify the anomaly and get CAP certificate for them?
Ans.
You have to get names changed by applying to your Record Office by producing the change of name of your children certified by First Class Judicial Magistrate on stamped paper. After the new names are registered by your Record Office, then ZSWO will issue CAP certificate in favour of your children.
Q39.

My dependent CSD canteen have stopped me from purchasing items from canteen. Where do I go to get my items?

Ans.
You have not applied and got your CSD smart card. You have to apply for Smart card from where you are drawing liquor along with joint photo with your wife and paying Rs 100 for cost of smart card. Once you hand over the documents, you shall get receipt for the same. Smart Card is issued by Quarter Master General, New Delhi and you will be given Personal Identification Number (PIN) by your canteen from where you applied for smart card. Then you can purchase CSD items from any canteen anywhere in the entire country and purchases are not restricted to any one canteen.
Q40.

I have not been permitted to avail medical facilities by Military Hospital. What should I do now to get free medical treatment?

Ans.
If you have the status of an Ex-serviceman then you have to go your nearest Ex-Servicemen Contributory Health Scheme (ECHS) polyclinic and apply for becoming member of ECHS. You, your spouse, unemployed son irrespective of his age and unmarried daughter and wholly dependent parents whose monthly income is below Rs 3,000 per month are eligible to become members of ECHS. If you have retired before 01 January 1996 then you do not have to pay any subscription to become member of ECHS. But if you have retired after 01 January 1996 then you have to pay one time subscription depending upon your pension (Rs 1,800 to 18,000) through bank draft. After your documents are received in ECHS cell of HQ Andhra Sub Area, Secunderabad, you can avail free medical treatment.
Q41.

My District does not have ECHS Polyclinic. Where should I go to avail free medical treatment?

Ans.
For free medical treatment, you have to first be a member of ECHS and report to nearest ECHS Polyclinic. They will either give you medical treatment if your case is simple or refer you to nearest Military Hospital (MH). In case sufficient spare capacity is available and facilities exist in MH, you will be treated there. Otherwise MH will refer you to empanelled Corporate hospital of your choice where treatment is free. Only in emergencies which you have to support later yourself, you can go to empanelled hospital directly but must report such admission to your dependent ECHS polyclinic within 48 hours. Your expenditure will be reimbursed to you later in case you have paid any money to the Corporate hospital at the time of admission.
Q42. I am a war widow. What benefits do I get from the Government?

Q43. I am informed as an Ex-Serviceman I am entitled for land. What should I do to get it?
Ans.
If you are an Ex-Serviceman and retired from Armed Forces and are drawing pension and of rank of Havildar or below you can apply for assignment land in your district with in one year from date of discharge. Your application has to be forwarded by ZSWO to the District Collector. In case land is available closer to your village, the MRO shall give you patta certificate. Most of District Collectors have been informing that assignment land is not available in their districts for allotment to Ex-Servicemen. Retired Officers and JCOs are not eligible for assignment land.
Q44. Am I, as an Ex-Serviceman, eligible for house site?
Ans.

If you are a battle disabled then you are eligible for house site in your native district for which you have to apply for the same to your District Collector. The application supported by battle disabled certificate issued by your unit or Record Office, nativity certificate issued by your MRO, photocopy of PPO and Ex-Servicemen identity card and discharge book has to be forwarded by your ZSWO to the District Collector. House site is allotted by your MRO.

            If you are a war widow you are also eligible for 300 sq yds of house site in your native district.

Q45. I am a gallantry award winner and still serving. I am informed that I am eligible to claim for cash grant and other benefits from the State Government. What should I do to get these benefits?
Ans. If you are a domicile of Andhra Pradesh before you joined Armed Forces, then you are eligible for the following :-
 
(a) Cash Grant.
(b) Cash in lieu of land.
(c) Annuity.
Q46. I am a distinguished service award winner hailing from Andhra Pradesh. Am I eligible for any cash awards from Government of Andhra Pradesh?
Ans. You are eligible for the same type of cash grants as applicable to gallantry award winners. For more details see menu -> Welfare.
Q47. Government of Andhra Pradesh gave me 5 acres of dry land to me as an Ex-Serviceman. Now they want to acquire that land  for development of INDIRAMMA housing scheme in my village. Can the Government acquire my assignment land?
Ans. When the Government gave you assignment land it has been clearly mentioned in the B form that it has the powers to acquire land for public welfare from you by paying you compensation.
Q48.

My assignment land has been encroached upon by my neighbour. Whom you should I approach to get my grievance redressed?

Ans.

It is a civil dispute. Even Police can not interfere to resolve it. Recently the Hon’ble High Court of Andhra Pradesh ruled that Police should not intervene to settle such civil disputes.  You have to file a case in the civil court under whose jurisdiction your village comes. Free legal aid is provided by the Government to defend your case. You can contact your ZSWO for more details.

Q49. My husband is an Ex-serviceman and draws pension. Recently he stopped maintaining our house hold. Whom should I approach to get maintenance allowance?
Ans.

You have to submit a representation for maintenance allowance to Record Office of Corps or Regiment to which your husband belonged when he was in Armed Forces. You have to forward this representation through yiour Zilla Sainik Welfare Officer.  Record Office after verifying facts then shall recommend your case for maintenance allowance to PCDA (Pension) Allahabad. You have to open a savings bank account in one of the nationalized banks to receive your maintenance allowance every month from PCDA(Pension)

I am an Ex-Serviceman and have applied for assignment land to the District Collector. Though five years have passed I have not been allotted land. Whom should I approach?

Ans. Assignment land is given by MRO in case land is available for such distribution closest to your village. In case there is no land available for allotment, the District Collector then may not be able to allot land.
Q51. My husband died while serving in the Army. Can I get a job to support my family?
Ans.
War widows of Andhra Pradesh get a compassionate appointment in Government service. Since your husband is not a martyred soldier you are unfortunately not eligible for compassionate appointment in the State Government. However you can apply for a job in the Central Government for which you have to forward your representation to the Director General Resettlement under Priority II A category through your Zilla Sainik Welfare Office of district to which your husband belonged.
Q52. I am an Ex-Serviceman. Do I get relaxation in physical standards for recruitment into A.P Police under Ex-Servicemen quota?
Ans. Yes. Relaxation of physical standards for Ex-Servicemen for recruitment into Police is approved by the State Government. You can contact your ZSWO for more details.
Q53.

My house is damaged by a recent cyclone. What financial assistance can I get and whom should I approach?

Ans.
You will be given Rs 20,000 as financial assistance by Kendriya Sainik Board (KSB) New Delhi. You have to submit documents in proof of damage to your house caused by cyclone and forward your case for financial assistance to KSB by your ZSWO.
Q54. My husband died in an operation launched against terrorists in J & K. What financial benefits do I get as his widow?
Ans. All such benefits from Central Government and State Government are given in our menu -> Welfare.

Q55. Where do I as an Ex-serviceman register for employment?
Ans. You have to register for employment in the Zilla Sainik Welfare Office who have issued you Ex-Servicemen identity card. You shall be sponsored for employment once your turn (depending on seniority) comes up.
Q56. How do I apply for Gas agency or Petroleum outlet as an Ex-Serviceman or widow?
Ans.

You can consult your ZSWO to know eligibility for Gas Agency or Petroleum outlet. These are reserved for war widows or battle disabled soldiers. You have to get eligibility certificate issued by Director General Resettlement (DGR), New Delhi. Thereafter you can apply to the Regional Manager of IOC, BPCL, HPCL enclosing eligibility certificate whenever such advertisements appear in all the leading dailies and Employment News. You can apply for more than one outlet but for every outlet you have to attach eligibility certificate.

Q57.

What type of jobs are offered to Ex-Servicemen?

Ans.
The Central Public Sector Undertakings (PSUs) have reservation of 14% in Group III posts and 24.50% in Group IV posts for Ex-Servicemen. Government of Andhra Pradesh reserves 2% posts in State Government jobs including State PSUs. Private sector offers jobs which are administrative, financial and technical in nature. Depending upon your qualifications, your name is sponsored by your ZSWO to the employer. Central PSUs can only employ Ex-Servicemen for all types of security duties.
Q58.

Have I to be an Ex-Serviceman from Andhra Pradesh to get a job in A.P?

Ans.

For jobs in Central PSUs and Private sector you can be Ex-serviceman from any State but settled down in A.P. The same is required to be reflected in your discharge book and you should have obtained Ex-Servicemen identity card from one of the 23 ZSWOs in Andhra Pradesh. But for jobs in any department of Government of Andhra Pradesh you have to be domicile of Andhra Pradesh.

Q59. Can I get any training to improve my job prospects?
Ans.
You can undergo training in any of job oriented courses such as DTP publishing, Animation/Graphics, Computer Accounting packages, Vehicle driver training, vehicle mechanic training, Data entry operator, Spoken English etc. The cost of training is paid by Director General Resettlement (DGR), New Delhi to the training institutions directly. You do not have to pay any tuition fee to the institute. The training institute should be empanelled by DGR. In case you undergo training in neighbouring district, you shall be paid a monthly stipend of Rs 1,000/-
Q60. Am I required to pay any fee to get a job?
Ans. No. The service offered by Department of Sainik Welfare is free.
Q61. I am employed as a security guard by a DGR empanelled security agency. But I am only paid Rs 4000 per month by the security agency. Is it the correct wage?
Ans.
No. Your security agency run by retired Armed Forces Officers who are empanelled by DGR should pay you wages fixed by DGR. You can see our web site for the latest wage structure fixed by DGR in menu -> employment.
Q62. My employer does not pay ESI and EPF. What is the correct position on this?
Ans.
Any company which employs 20 or more persons is required to contribute their share of Employee Provident Fund (EPF) which is 13.61% of basic pay and employee is also required to contribute 12% of basic pay towards EPF to Employee Provident Fund Organisation (EPFO). On completion of 10 years as member of EPFO, you shall get pension which is approximately 50% of your basic pay over and above your defence pension. In addition, you shall get accident insurance cover of Rs 60,000. In case you unfortunately die after one year as a member of EPFO then your dependent gets pension. In case you decide to terminate your membership of EPF then the amount which stands in your account shall be paid along with interest of 9.5%. Similarly your employer is required to pay 4.75% of basic pay towards Employee State Insurance (ESI). You can approach your ZSWO in case your employer does not contribute EPF and ESI.
Q63. What self employment avenues are available to me as an Ex-Serviceman?
Ans.

There are a number of self employment schemes available to you for which bank loans can be given from NABARD. You can contact your ZSWO for more details. Many corporate offer tractors, mini trucks and vehicles at low rate of interest and at concession to Ex-Servicemen to start their self employment ventures. CSD has reserved certain items for supply by Ex-Servicemen. M/S Bharat Petroluem Corporation Ltd offers management of their company owned company operated (COCO) outlets to retired defence service officers.  A number of retired defence Service officers have been sponsored by Directorate of Sainik Welfare, Hyderabad and have been gainfully employed. M/S Indian Oil Corporation has also approached Department of Sainik Welfare to sponsor retired service officers of the rank of Lt Col and above for managing their SWAGAT outlets.

How do I get BPCL petroleum outlet?

Ans.
Requirement. M/S BPCL have commenced offering their COCO outlets to retired  defence service officers from 01 December 2006. The COCO outlets are located mostly along National Highways. The requirement for management of such outlets is projected by M/S BPCL to the Directorate of Sainik Welfare, Hyderabad. The requirement is then projected by Director for dissemination as an advertisement in prominent places visited by retired defence service officers such as RSI, Secunderabad, ECHS Polyclinics and Defence Service Co-operative Housing societies etc. Sponsoring. The Director Sainik Welfare, Hyderabad collects particulars of officers desirous and sponsors them to M/S BPCL. Selection. Selection of operator for management of COCO outlet is carried out by M/S BPCL after conducting an interview at their Territory HQ (Hyderabad, Nellore, Vijayawada & Visakhapatnam). Selected officers are offered management of their outlets on contract basis for one year at a time and is likely to be extended depending upon performance of the operator. Remuneration. The operator is given remuneration as under :-
 

However you are required to furnish bank guarantee for a sum equivalent to three days sales of their products.(ranges from Rs 9 lakhs to 45 lakhs)

(a) Fixed - Rs 25,000 per month for sale of petroleum products upto 250 KL per month.
(b) Incentive - Rs 100 per KL over 250 KL per month.
(c) Telephone Allowance - Rs 1,200 per monthj
(d) Security Deposit - Nil.

Expenditure.  All expenditure incurred in running the outlet such as wages to pump attendants, gardner, sweeper, maintenance expenditure on stationery, repairs to any equipment is borne entirely by M/S BPCL.

Q65. I am a retired defence service officer. I want to start a security agency as a self employment venture. Whom should I approach?
Ans.
Security agencies are empanelled by Director General of Resettlement, New Dehli. He is the authority whom you should approach to get your security agency empanelled.
Q66. I have been awarded BA degree by Army HQ having served in the Army for 15 years. Is this qualification accepted in the State Government for various jobs?
Ans.
The Degree awarded by Army HQ is recognized by Government of Andhra Pradesh for all clerical and accountants posts. This equivalence is not applicable for executive appointments in any department.

What financial assistance is available to Ex-Servicemen, widows and dependents from the Department of Sainik Welfare?
Ans.
There are 8 financial assistance schemes (Marriage grant, Funeral grant, Scholarship, Hostel subsidy, ad-hock grants, Monthly Financial Assistance, Spot Assistance & Interest subsidy on loans) available to Ex-Servicemen, widows and dependents. For details see menu -> special fund. You can also contact your ZSWO for seeking more details.
Q68. How do I get financial assistance from Special Fund?
Ans.
You have to first obtain Ex-Serviceman identity card from your ZSWO. You have to apply for financial assistance through your ZSWO who after checking your eligibility forwards your application recommending sanction of financial assistance to you. Once your application is scrutinized, the amount is sent to your ZSWO by the Directorate of Sainik Welfare. The ZSWO then dispatches the cheque to you.
Q69. Can I get any other type of financial assistance from any other source?
Ans.
Yes. In addition to the financial assistance from Directorate of Sainik Welfare, Hyderabad, you can also get financial assistance from Kendriya Sainik Board (KSB), New Delhi from Raksha Mantri’s Discretionary Fund (RMDF). You have to apply for the same through your ZSWO. The financial assistance is sent directly by KSB to you.
Q70. If I want to contribute money for the welfare of Ex-Servicemen & widows whom should I approach?
Ans.
Any contribution you make is eligible for 100% exemption from Income Tax. You can contact your ZSWO or Director Sainik Welfare, Hyderabad for more details. If your contribution is Rs 5,000 and above, the same shall be acknowledged by H.E the Governor who shall honour you on the Armed Forces Flag Day in Raj Bhavan.
Q71. Do you publish any annual report or magazine where I can get more details about Department of Sainik Welfare?
Ans.
The Directorate of Sainik Welfare publishes Armed Forces Flag Day Souvenir which is released by H.E the Governor in Raj Bhavan on 7 December every year. The first issue was released on 03 May 2008. The souvenir gives out many details of interest to ex-servicemen, widows & their dependents and also to corporates.
